Congress commissioned the National Academy of Sciences, Institute of Medicine (IOM), to study the issue of underage alcohol problems. In 2003, a landmark report, "Reducing Underage Drinking: A Collective Responsibility," was presented to Congress outlining the best data available and a series of recommendations to reduce and prevent underage alcohol problems.
