Educating Parents in the Seacoast
June means the end of school, proms, graduation and other celebrations. Recently the Portsmouth School Department sent out letters to the parents and guardians of every student at Portsmouth High School with some tips for keeping students safe- not only now, but throughout the year. Cosigned by the Chiefs of Police from Portsmouth, Exeter, Hampton, Greenland, New Castle, Newington, Rye and Seabrook along with Eddie Edwards, Chief of Enforcement for the NH Liquor Commission, the letter reminded parents of the law (RSA 179:5) that prohibits providing alcohol to anyone under 21, regardless of whether they are within their own home, and the law (RSA 644:18) commonly referred to as Party Host Liability. This law provides criminal penalties for anyone who knowingly hosts a party where underage drinking or drug use occurs. Parents were encouraged to ask their children where they are going, who they will be with, what they are doing and when going to a friend's house to check with the parents to make sure there would be adequate supervision and no alcohol available. This is a great example of the school, community and parents taking simple, yet important steps to keep our kids safe and alcohol free.

Legislative Update
- Update on Alcohol, Tobacco and Other Drug Legislation: Session Wrap Up
The end of the legislative session is here, with the House and Senate preparing to conclude their work. Both the House and Senate will meet on Wednesday, June 28th at 10:00 a.m. to take up the gubernatorial vetoes - any bill that the Governor vetoed now goes back to the House and Senate. It takes 2/3 of both the House and the Senate to override the Governor's veto and pass the bill into law. The House and Senate worked on close to 1,100 bills this session.
What kind of progress was made on alcohol, tobacco and other drug issues in this session? The House and Senate took up no fewer than 25 bills related in some manner to alcohol, tobacco and other drugs. Thanks to the hard work of advocates and others, great progress was made. - Study Says Youth Who Own Alcohol-Branded Items More Likely to Drink
A Dartmouth University study says teens who own merchandise promoting an alcohol brand are more likely to begin drinking than those without such items. The findings by the Dartmouth Medical School researchers are published in the April issue of the American Journal of Preventive Medicine. - Partnership for a Drug-Free America Launches Education Campaign Targeting Abuse of Prescription and Over-the-Counter Medications
For the third straight year, the Partnership for a Drug Free America found that about 20 percent of U.S. teens have misused prescription painkillers like Vicodin and OxyContin. In response, the PDFA will be releasing a multi-faceted public relations effort in English and Spanish that speaks directly to parents by alerting them that their own homes are easily accessible sources for teens to obtain and abuse these medications. - NH Task Force on Women and Recovery: Women's Leadership Training Institute
The Women's Leadership Training Initiative (WLTI) is scheduled for three consecutive Saturdays in June. This is a series of empowerment workshops for recovering women scheduled from 9:00AM-2:00PM on Saturday June 3, June 10 and June 17 at the First Unitarian Society Of Exeter. - Underage Drinkers, Alcoholics and Alcohol Abusers Consume Between 37.5 and 48.8 Percent of Alcohol Sold
Underage drinkers and adults who meet the clinical criteria for alcohol abuse or addiction account for at least $48.3 billion and as much as $62.9 billion in alcohol sales in 2001. The study, conducted by researchers at The National Center on Addiction and Substance Abuse (CASA) at Columbia University, finds that 25.9 percent of underage drinkers meet clinical criteria for alcohol abuse and addiction -- more than two and one-half times the 9.6 percent of adult drinkers who meet the criteria for such pathological drinking. - CAMY: Youth Seeing Fewer Alcohol Ads in Magazines
Overall youth exposure to alcohol advertising in magazines is on the decline, but some brands continue to be advertised in publications with large youth readership, according to a report from the Center on Alcohol Marketing and Youth (CAMY). The CAMY report said that youth continued to see more ads for beer, distilled spirits, and 'alcopops' than adults, but exposure declined sharply between 2001 and 2004. - NIAAA Alcohol Alert: Young Adult Drinking
Research consistently shows that people tend to drink the heaviest in their late teens and early to mid-twenties. This high level of alcohol use comes at an age when people are moving away from parental restrictions but before they take on the full responsibilities of adult life.
