Substance Use Disorder Coverage for Current Medicaid Population

New Futures supports extending coverage for Substance Use Disorder Treatment to the current Medicaid population because it would provide current Medicaid beneficiaries with access to needed behavioral health treatment. As part of Medicaid Managed Care Implementation “Step Two,” Substance Use Disorder coverage for the existing Medicaid population was expected to begin by December 2014. However, on April 3rd 2014, Governor Hassan announced that “Step Two” of Managed Care Implementation was being delayed indefinitely.

The Department of Health and Human Services is expected to present a new timeline for the implementation of “Step Two” this summer. It is unclear whether the extension of substance use disorder benefits to existing Medicaid beneficiaries is still connected to Step Two managed care.
