Legislative Update - Session coming to a close
The 2008 legislative session is fast coming to a close – the only bills that are still under consideration are those involved in the committee of conference process. The legislature is scheduled to conclude its work on June 5th when it meets to vote on committee of conference reports. As soon as possible after June 5th New Futures will provide a comprehensive update on the 2008 legislative session summarizing the final disposition of all the bills that we followed this session. At present we highlight two bills for which the legislative process concluded in the last month.
· HB 1197 (repealing all restrictions on “Happy Hour” advertising) is inexpedient to legislate in the Senate. New Futures strongly opposed this bill, which would have increased the exposure of underage youth to alcohol advertising and conveyed a message that over – consumption is acceptable, fun, and without risk. Following the passage of HB 1197 in the House, advocates redoubled their efforts to defeat the bill in the Senate. Powerful testimony by representatives of Dover Youth to Youth, the NH Public Health Association and the University System and calls by New Futures’ Community Leadership Partners to their senators were critical to the Senate vote on May 8, 2008 to kill HB 1197.
· SB 324 (relative to the organization of AOD policy and services within the department of health and human services) as amended by the House is approved by the Senate. New Futures supported this bill which directs the department to review its organizational structure for Alcohol and Other Drug (AOD) policy and services and propose changes that will ensure that AOD policy and services are fully integrated and coordinated. SB 324 requires the department to report its recommendations for improvements to the Health and Human Services Oversight Committee on or before September 1, 2008. This bill has passed both the House and Senate and is on its way to the Governor for his signature. New Futures will monitor the department’s report to the HHS Oversight Committee in September.
