The following schedule of Legislative Hearings, Subcommittee Meetings, Executive Sessions and other related meetings will be updated weekly. The bills in bold are New Futures' 2012 Legislative Priorities (click the link for a full list). All of the others are bills we are monitoring.

THIS WEEK: May 14 - May 18

Tuesday, May 15

HOUSE
  • 10:00 AM -  House in Session and will be voting on numerous bills including:
    • SB 177 (relative to training of directors and officers of nonprofit corporations) – House Executive Departments and Administration Committee Recommendation Refer for Interim Study (13 -0), Consent Calendar.
    • SB 282 (authorizing the commissioner of safety to require the installation of an ignition interlock device or enhanced technology ignition interlock device as a condition of restoring driving privileges in certain instances) – House Transportation Committee Recommendation OTP (13 – 0), Consent Calendar.
    • SB 219 (relative to guaranteed issue for health insurance) – House Commerce Committee Recommendation OTPW/A (14 – 3), Regular Calendar.

Thursday, May 17

HOUSE
  • 10:00 AM -  If necessary to complete its work by the deadline of May 17th, the  House may continues in Session and continue voting on numerous bills including:

UPCOMING

May 17th is the last day for the House to act on all Senate bills and the Senate to act on all House bills.  We now move into the Committee of Conference phase of the legislative process.

If the House and Senate have passed different versions of the same bill, the body in which the bill originated (the House for all house bills and the Senate for all senate bills) will be asked if it agrees with the changes made by the other body.  The originating body has the following choices:

  • It may Concur with the changes made by the other body, in which case the bill will make its way to the Governor.

  • It may Non Concur and Request a Committee of Conference, in which case the other body will asked if it will agree to a Committee of Conference.  If there is agreement to form a Committee of Conference, the Speaker of the House and the Senate President will appoint members of the Committee of Conference with the goal of resolving the differences between the different versions of the bill passed by the House and the Senate. If the non originating body does not accede to the request for a committee of conference, the bill dies. 

  • It may Non Concur.  If the originating body non concurs and does not ask for a committee of conference, then the bill dies. 

If a Committee of Conference in appointed on a particular bill, the CoC vote to resolve differences must be unanimous.  If it is not, the bill dies.  In an effort to avoid this “nuclear” option, the House Speaker or Senate President may replace members of a Committee of Conference to ensure that negotiations are finalized.

The final report from each Committee of Conference must be approved by the full House and the full Senate.

After May 17th, the 2013 Legislative Session will be governed by the following deadlines:

  • May 17th  - Last day for the House to act on Senate bills and the Senate to act on House bills
  • May 24th – Last day to form Committees of Conference
  • May 31st – Last day to sign Committee of Conference Reports
  • June 7th – Last day for the House and Senate to act on Committee of Conference Reports.
